Entrepreneurship and Regional Legacy: a Comparative Study of Two Regions in Japan

Despite globalization and assumed institutional convergence, regions remain distinctive in its rules, norms, business practices, and regional culture. This paper examines the role of regional legacy for information technology entrepreneurship, with a survey of two regions in Japan. The study of Hamamatsu and Kyoto, both considered entrepreneurial seedbeds in contemporary Japan, indicate that even under the same national economic system, regional legacy shapes perceptions of risks and incentives among entrepreneurs in newly emerging sectors, thus sustaining regional distinctiveness. The results of this qualitative study suggest that influences of regional practices cut across timeand sectoralboundaries, and as contextual foundations, regional legacy plays an important role in shaping entrepreneurship.
